It was the case during the publication and adaptations of the original lolita book, it's such the case with loli anime girls.
I.e. while authors use a little girl to portray how different a pedo's mind works, actual pedophiles don't want to have a little girl being portrayed because they literally CAN see little girls as sexual objects unlike normal people.
