Mori being a hard worker was always more of a meme, and realistically it's more about her procrastinating for 9 out of 10 hours and then doing her work in the final one.

Also, the bar she has to pass to be considered "the best in her gen" by Cover is just to get more views and earn more than Kiara or Ina,
since Gura probably has an EN Ayame deal going on, where she just shows up once a month, standing above the rat race.
This leads to the only valid point for OP, which is that the way Cover rewards the girls based on views and subscriber milestones is incredibly antiquated and retarded.
It creates a feedback loop where girls like Mori (even if she may deserve it) are still, years after their debut, being rewarded for a strong first appearance and hype, which realistically does less for Cover in the long run than dedicated fanbases.
so Kiara for example probably deserves it more for being an equally hard worker without getting those treats during her career but that is neither Moris fault or some kind of favoritism beyond usual cover retardation
