After their showcase all Hololive talents pay for their 3D lives but this was some bad timing for the announcement. Mori gets two 3D lives this year while the 3D live for Ina was indefinitely delayed because of a work visa "mistake". Cover definitely makes the final decision on who can use the studio and there might be financial reasons why they wanted a delay but it does seem like management is angry with Ina.
