It's just in the west where people see them as white, because in the absence of any obvious racial characteristics like dark skin white is the default instead of asian. At most you can say anime was ultimately inspired by early western animation, but at that point we might as well go "Well it goes back to Tezuka who was inspired by Donald Duck more than any human characters, so none of them are anything"
