The reason why it's bad for VTubers is the third reason; other than material support to foreign terrorist groups, the thing Twitch is next best known for is soft-core pornography, which is not only allowed but highly encouraged from fleshies, while VTubers must follow strict, puritanical rules about outfit design.
As for OP's question, it's now better to start out on YouTube, rather than Twitch, but I don't think that it's worth it (at this moment in time) for established Twitch VTubers to move to YouTube.
