Only Gen 0 I can see potentially leaving is perhaps Roboco, but even she doesn't have much going for her outside of cover

Seems like you don't understand what's written there.
Economic rights are what determines the copyright holder and moral rights allow the author to take credit for their work even after they've sold it.
The author is not some automatic lifelong copyright holder who can always pull everything back to them even after transferring their economic rights because that's most likely going to be some form of breach of contract.
Suisei probably has more control over her brand than other holos because she has the moral rights but she's definitely not the copyright holder anymore.
