All they have to do is wait until the next thread and nobody can automatically filter them. In order for IDs to matter they would have to be more persistent. They would need to last a month or more. It would also be beneficial to allow people to automatically filter IDs that haven't posted on the board for at least X amount of time so that people who are creating a new ID or evading a ban would be seen less often by people who don't want to be bothered by shitposters.
In the end everyone would still be anonymous, but people would have more power to curate their own experience. 4chan already has a system in place to monitor new posters. Giving normal users the ability to extend this or expand on this feature for themselves would be nice. All of it would be optional after all, so if you still want the unfiltered experience that would be the default. This board would feel totally different to me if I could persistently hide troublesome posters and people that haven't been posting on this board for at least a day with the same ID.
