1) It wasn't her idea to begin with, corporate forced the black screen stream to happen, and either Elira was the favourite to go, or was just the first poor unfortunate soul to sign up to something that was going to happen one way or another. It makes a kind of sense to me that corporate might realise the reaction from western fans would be really bad, so they thought having three big names deliver the corporate spiel to the fans would go down better than Riku, who was mostly apologising to the shareholders anyway.
2) She might not have thought it was a good idea, but it's possible that with the narrative against Niji spiralling so wildly out of control, she felt the need to do SOMETHING to try to save face. Doing this might possibly have been a sort of fucked up altruism insofar as any attempt to stem the bleeding might keep other talents inside Niji and sorta safe. Not a good idea, persay, but an idea nonetheless.
3) She actually did think it was a good idea, and her whole plan was just saber rattling. This theory assumes that Elira is the densest motherfucker on the planet, and legit thought "nuh uh oh no she di'nt" along with jusdicious chest puffing would be enough to make Doki shut up, and cast enough shade on the matter to save her skin. That this theory requires a failure to read the room only possible if the room was presented in fucking Braille makes it less likely to me, but we can at least speculate that if Elira viewed the whole situation as some kind of vicious Game Of Thrones bullshit and felt threatened enough, then through that lens, doing something this stupid might be a good move.
4) Elira is a legitimate psychopath and she didn't think this was a bad idea because her entire thought process was HATEHATEHATEHATEHATEHATEHATEHATE. This assumes that she either didn't know or didn't care that doing the stream would make her deeply unpopular, and didn't know or care that doing it would cause catastrophic damage to Nijisanji as a whole. For this to be true, Elira would have to have less empathy than Patrick Bateman, and would also want to inflict as much harm as possible because it makes her feel good. I mean actual axe murderer levels of hate and no empathy, like she did the stream because it was the best way she could possibly hurt somebody thousands of miles away.
TLDR: Elira was either an unfortunate scapegoat, emotional and erratic, unbelievably stupid, or Scar.
