This is about video comments, not Livestream chat. YouTube already tracks who comments the most in a channel, you as a viewer can click a random comment and see how many "hearts" they've received, what videos they commented and click to read it.

Nice way of torpedoing all the shit they said about connecting with your audience/building a genuine community. With that there's no way to know if you are noticed and appreciated or not. You could spend years talking to a chatbot while thinking your oshi noticed you. I've honestly never seen a streamer shame their chat for not donating or reaching a goal or whatever during a hype train.
