it was made as a platform anyone could upload on, because the creators never imagined how big internet was gonna become and what scale of hardware will be demanded
by now the only real way to contain the costs would be to severely limit/paygate on who can upload new content, but they cannot do that without turning their backs on the very idea of the platform
