He's just the face of his respective corpo Neo-Porte. And while I know little of the specifics about Neo-porte so anons can feel free to correct me or clarify, I'm fairly certain he receives a comfortable level of support in regularly hosting these events. Hell, he's the only recognizable face to the average western vtuber fan from his corpo and that's assuming people realize/remember he's from a corpo at all.
I can also somewhat agree with likening her to Aoi Sakura but I think she, like Doki, also needs a bit of time to cook and prove herself before she solidifies her status. Unlike Doki who has no competition in the western sphere, Sakura quite literally competes against ShibuHal in terms of the tourney-hosting niche. That said, she is also doing her own corpo thing so she's in an odd grey area in general.
Honestly, considering Doki's total lack of JP fluency, I think it's unlikely she will associate with ShibuHal for the foreseeable future. There's little reason for ShibuHal to care about expanding accommodations to the Western sphere given that everyone who is everyone in JP sees representation in his events from VSPO to Niji to Holo to other Brave Group subsidiaries to even indies. I can still see an argument being made for NotChihiro since they know of each other and one follows the other on Twitter iirc.
