Finana was perfect for the hit job - big enough for people to take her claims seriously, uncritically, and at face value; but at the same time not so big that anyone would wonder whether or not it was a hit job, or entertain the thought that it was an attempt by the company to hamstring Sayu's post-Niji career.
Selen was one of the old guard, and far too big for a slandering by Finana in particular to work; and in any case they knew the "have Finana slander the fired liver" play would only ever work once. So they had two of the most "important" livers in the branch (and also Ike) go for it.
They were right about that play only ever working once. But they found out the hard way that the play they had used last year was NOT "have Finana slander the fired liver," but rather "have literally anyone at all slander the fired liver."
