nijisanji is a much more casual entertainment company so them collabing with those who get less numbers then them is just the freedom they were allowed.
hololive on the other hand is much more corporate in nature and managers want the numbers, while individual holos probably just wanted to hang out with cool people, managers are trying max out potential growth if holoen is anything to go by.

remember anons, the bigger company has more leverage over whether a collab happens or not, when niji was bigger then holo, management let the collabs happen more often, but now holos the big one and the management doesnt seem to be as keen on outside collabs
