The main reason why JP clips are superior is because if you're an EOP they need to be translated for you and the translators themselves can use the most choice words and phrases to make the situation as funny as possible. Think about Japanese game localization except actually good because it's done by fans.
Oh and one last thing is JPs tend to stream a lot more than the EN ones on average. More time live = more chance for a 30 second moment being funny and clippable.
Filian shouldn't do this, I think 4 hour streams are perfectly fine.
