It also is important with weapons minimum delay speeds. A good example is Ayame's weapon. Ayame gets loads of haste from her skill but there is this awkward wind up lag between her attacks anyway because you hit min delay. The speed up stamp made a big impact on this which you could see before and now this Maoi is like that, but for all weapons and twice as much.
That is how I understand it anyway.
