Worth noting is that the only one of those four who showed up was Finana. Also worth noting is that she said in a members stream a few days before flying out that she put out an open invitation for something, and more people accepted her invitation than she expected; she didn't say what the something was, but this group karaoke with over half the branch might have been it.
Also also worth noting, is that anyone who is leaving Niji must finish their homework before being allowed to leave; unless their contract expires before they finish their tasks. This includes, but is not limited to: recording 3D performances for debuts and concerts, releasing song covers, charity streams (coughcoughmikawaxingherladypartscough) and new outfit reveals.
While it is highly likely that at least one of those four may leave before Nijifes, and possibly all four of them, this doesn't mean that none of the other 27 are in the queue. The only thing that their presence in Nijifes indicates is that they won't be graduating before the fes - and they may announce right before fes that someone is leaving right after, like how Pomu's announcement and graduation were on either side of Anime Impulse.
tldr next to leave is either Finana, Millie, Uki, or Kotoka
Scarle and Doppio might be in the queue, but they're not next to leave - they can't leave before February 25
