Seems to me that knowing people already in is how to get into Niji, not Holo.

In Niji's case, they all came from the same audition, so there was no case of an existing member getting one of their friends hired. Unlike in Holo's case.

Pomu- Won't try, loves Nijisanji and loves being in the same company as Elira, even though she could use the money for sure.
Elira- Basically the same as Pomu except she's not as big of a Niji fan.
Finana- Hololive would shut her act down hard, if she's looking to move on it would be to Vshoujo.
Selen- Seems disinterested in being a Holo type streamer, wouldn't be able to do a lot of the collabs she likes, doing fairly well in Niji.
Rosemi-Might try but she got her 2nd chance in Niji EN is choking even there, not really promising, no real talents to speak of. Also a worse ESL/hard to understand than Kiara or Sana.
Petra-Don't watch her enough to know but she's also kind of choking despite getting a boost off her design. Also might have problems given her past associations.

I doubt any of them would apply (as it would likely violate their Niji contract if it leaked out) and doubt even less any would be accepted.

She has very little to gain from it besides raw numbers. Hololive is way more restrictive, has worse perms, somehow worse support for its employees, and way more pressure from fans. Not to say the chemistry between HoloEN and NijiEn is like night and day. Who in their right mind would give up on collabs with Pomu and Selen for Mori and Amelia?

People like to think she'll grab the opportunity and go for bigger numbers. What they forget is that tsunderia was nothing compared to niji, it was just an opportunity to test waters as a corpo chuba. in her eyes she already made it, getting to Niji OR Holo was her goal. Anyone who watched her in PL knows it, anybody who watches her now knows it as well. She just achieved one of her long time goals and is slowly growing her own comfy fanbase and gets to interract with her old friends. There's 0 reasons for her to drop it apart from bigger numbers which don't matter to her that much.

tl:dr - just because she dropped tsunderia doesn't mean she'll drop one of her dream workplaces. just enjoy her content instead of hoping for her to make a switch, holobeggars.

I personally don't care much that Ina recommended two members and they both got in, but it is totally different to Nijisanji wanting to prioritise group chemistry and hiring people who they know will 100% get along with one another. They couldn't let this branch flop and it didn't because of how easily they all settled. We know it was Noor who had sway in the scouting decisions and she didn't really know any of them.

Same goes for Wave 3, with Lyrica possibly joining, one of her best friends, and one who is a big Niji geek that has spoken to all of them already.

The male branch and beyond may be a different story, but by that point they'll be entering a branch of best friends.

Sana most likely got in on her own merit considering her art skill.
It’s highly improbable that Ina got her in just because they know each other.
Milky was interested in joining and knows Mori but she didn’t get in.

Left before the end of her contract, possibly sticking a small financially precarious company with the remainder of the bill for her model. Streamed constantly on her own vtuber account while part of said company, never really committing to the job she accepted. There was also some stuff about superchats on her graduation stream but I don't really know much about that. These are the main problems people have with her.
