Look at it from the company's point of view: apart from the fact that Managerguni is Scarle's manager in particular instead of any other liver's manager, what exactly does Managerguni do that can't be done, or isn't already being done, by some random-ass manager from the main branch? What does anyone in EN staff do that can't be done or isn't already being done by JP staff?
Being able to speak English doesn't count. As important as communication between the managers and the livers inherently is, communication between the managers and the livers IN A NON-JAPANESE LANGUAGE THE LIVERS UNDERSTAND is not a high priority in the company. If Anycolor cared enough to even try to communicate with the English-speaking branch in plain English instead of only Business Nihongo, Selen and Pomu would definitely still be in the company, Zaion would either still be in the company or would have graduated on at least neutral terms in late 2023/early 2024, and most of the others would probably still be in the company.
