It's supposed to be quoted with the purpose of comforting someone that thinks less of themselves because of their sin, it's supposed to remind you that everything you're going through isn't new and that God loves all those people all the same yet, it's not to be quoted to excuse or argue sin
The Bible is the most important source of information for a Christian, as it is written, "all Scripture is God-breathed and is useful for teaching, rebuking, correcting and training in righteousness, so that the man of God may be thoroughly equipped for every good work." (2 Timothy 3:16-17), but when you have a belief you want to reinforce using the bible, then you've committed a mistake
You're supposed to let the bible teach you, you're not supposed to look simply to affirm your own already formed opinion, but to instead try and look at what the bible says AGAINST it, if it does
Like the philosopher Popper put it, to find out what's true, you aren't to look for evidence FOR your hypothesis, but rather AGAINST it, if there's nothing against your hypothesis that was found, THEN you can be sure that it is true
