Twofold.
First, Gura is too big. No one wants to be seen as leeching off the top subscribed Holo.
Second, Mori really gets out there to contact other creators so they reply in kind when she does songs. Gura is a social hermit

Irys unironically blew the fuck out of mori's righteous scolding. And once YouTube started policing bots, en2's real numbers turned out to be far more unimpressive.

Mori was wrong. It's all branding. Even yagoo has hundreds of thousands of subs despite not uploading for over half a year. A piece of rye bread with the hololive logo slapped on would unironically outperform en2 because at this point having an actual personality is a branding debuff.

Congrats to gura for socializing though. She's making progress. Maybe someday she'll be able to order in person at restaurants.

Gura is shy and unapproachable. She doesnt feel like she deserves this success. She feels like shes hurting other genmates by being on top. People praising her only makes her feel terrible.

I know because I am that type of personality. I was the best salesmen at our dealership and felt like absolute shit. I was just lucky, I didn't deserve it. When i got promoted I felt sick and depressed. Why me and not my friends? They do a better job.

It never gets better. I eventually collapsed and went to therapy,
