Maybe I don't have the full picture, but it looks fairly clear to me that he's made this mandate. If he's stupid going forward, this decision will be more impactful than the Doki situation and the practical collapse of Ninjisanji in the West. That would be tantamount to the destruction of his legacy, and he has to be nervous with Altare practically in open revolt. Who knows what else is brewing behind the scenes, though?
