She streams over new debuts to siphon off some of the new blood, and maybe when she releases her own merch too, but otherwise she has neither reason nor desire to stream. And she's perfectly happy with this arrangement, too: she's only really interested in the money, so hololive's new idol-first-streamer-second model is fine by her. The people who are leaving are those who want to stream more (or more freely) but who don't like some combination of the new idol focus and stricter (worse) management. This is also why (in my opinion) people like Ayame, Mumei, and Laplus will also not graduate (or "Ameway") anytime soon: they've all taken Gura's deal.
