Keep in mind the following:
Anything here is mere speculation. Rrats. However, not all rrats are created equal, meaning some will carry more weight than others due to circumstantial evidence and inference.
And this discussion isn't meant to be an attack on Cover or otherwise claim they're a black company - they've been accommodating of all graduated and affiliated talents thus far, and regardless of how it looks from the outside looking in no job is perfect and people aren't always satisfied with their current situation.

With that out of the way, let's begin.
So what could be these changes Cover/its management is undergoing that some talents just cannot reconcile?
I think going public means a shift from streamer/idol to mostly idol. Less streams, less perms for anything not indie. The talents will be reduced to tropes and catchphrases, fan interaction will be kept at a minimum. Makes sense why the affiliate option exists too; it means a talent can still come and possibly perform, assuming they keep up dancing/singing? Or maybe they'll just read prepared lines - point being both Cover and the talent can still make money off of the character.
Or could it be something simpler, like lower wages for renewed contracts? Worse merch cuts?
And for EN talents specifically: I don't totally buy the idea that they're being "forced" or "greatly encouraged" to move to Japan. I think it would obviously make things easier for them, but incompetent management will be incompetent regardless of where in the world they are. And if they are EOP, would they truly get the collab opportunities some like AZKi or other Japanese-speaking Holos do? I also don't know how much stock to put into the idea that Cover wants Japan trips to be more frequent, and that they would NOT pay for talent's flight and stay.
