I think Cover might have always been evil, and this was Fubuki's way of inoculating herself from being gotten rid of by management the way Coco was. She saw first-hand what Cover did to Coco with the moderator thing and forbidding her from collabing with others. If you remember, the chinese wanted Fubuki out next because she showed support for her friend. They spammed her chat relentlessly for years and anyone else who collabed with her.
So I think by announcing to everyone that she would never leave unless Cover became evil, it ensured that she couldn't be pushed out by management like Coco. Fubuki is by far one of the smartest holos. I think this was a brilliant political move by her that essentially forced Cover to stop considering the possibility of getting rid of her or else face insurmountable public backlash. And she did it with a smile on her face, praising Cover the entire time.
