Just do yourself a favour and look up the actual law. Here's the actual simple version: "Defamation is an expression, either by word or in writing, designed to bring injury to another's good fame" The important part there is "designed to bring injury". Injury is again another important term.
The problem most legally illiterate people run into is this part: "1. A person who defames another by publicly alleging facts shall, regardless of
whether such facts are true or false, be punished with penal servitude or
imprisonment not to exceed three years or a fine of not more than 500,000 yen" because they misunderstand what this actually says. The fact that this passage already asserts guilt of the crime of defamation, which again importantly requires an intent to cause injury, is most important.
To give a bit of a rough comparison, it's similar to saying that if you shot at someone with an intent to kill, it doesn't really matter if you hit them or not. Importantly: What matters is the intent.
