Basically he is very safe to interact with since he keeps thing at a "joke" level and he also hates it when people start actually shipping him with girls, in which cases he is the one that stops doing any interactions.
This clip's title is misleading (what a surprise), this has been a running joke for a while and it's very much not serious. I think it first came up as a response to some of his viewers saying they were "teetee" over the most basic interactions, so he just started overreacting to those interactions himself. And if it's not obvious, he would stop doing it if it were to move past the "running joke" level because then it gets troublesome.
