I think the background stuff is important because it gives the chuubas a starting point to work off of and something very light to keep them on track and not completely derailing into insanity. It can obviously work against you when you have to explain why your space deity fucked off because tummy hort, so the ridiculous chuuni lore of Council is obviously too far, but you do have to give them something to start with and keep them centered.
