I think it's because they are waiting for high quality performers that are on par with 3gen.
I don't think the policy is to select No.1, No.2 and No.3 from those who applied for the audition.
My own guess is that IDvtubers from other companies have applied to HOLO and have been rejected.
Maybe they are waiting for “the best talker in JKT48” or a woman who won the grand prix in Indonesia's national broadcasting, or something at that level.
The follow-up system for IDs is more extensive than for earnings, maybe on par with the EN level.
But ID4gen does not debut.
