Flare just happened to like Austria specifically beforehand for example.
Irys just quietly lives like a Japanese person on the margins and doesn't complain, she has never seemed remotely interested in being friends with everyone and is closer with Flare than most JP's are with each other.
Fuwamoco are still way too early to tell on how successful they are. They are literally still having some of their first interactions with members and most of it is still jokes about their character from debut. It's unlikely they will go beyond that stage. The only times they seem to truly bond with the Japanese heart is through their music tastes and knowledge of a particular past era.
None of the outsiders get treated like "real Japanese". Except maybe Anya. With Kanade, members like Suisei talk as if they are working with a retard.
