Some of them are so small that unless you search them up directly by name, they will get buried under bigger names by search algorithms. Still, it might be worth browsing the VTuber tag on Twitch if you don't mind chats with < 10 viewers. There are some true undiscovered talents out there if you want to put in the time to find them that way.
If you don't feel like doing that, then startups are a nice compromise since they're at least vetted already. There are about a half dozen that have been around long enough to be considered dependable. The ones with the most active threads here are Phase Connect, Tsunderia, Prism Project, and CyberLive, although I wouldn't go looking for professionalism from PC or CL. Ask around, the threads are pretty friendly and will gladly shill their oshis to you
