If you want the slightly longer story, they've started development a bit before the funny thing causing sanctions happened, which led to them no longer getting income from their previous games. They've pushed out a demo which was extremely well received, but with no income they were essentially forced to seek normal employment which would leave them little time for actual development. That's when a publisher stepped in and said "Ey lads, cool game you got there in development, heard you got money problems though, so how about we give you a money injection, provide with top of the line dev rigs and set you up with a Japanese VA" which they gladly accepted.
Also worth noting that they've spent the past 2 years developing it almost every single day. Keep that bit in mind during a later segment.
