Sana is indifferent because something like one city hardly matters in the larger scale of the universe. She votes in favor simply because she doesn't think it means much.
Mumei and Fauna both understand the need for destruction to enable new creation, birthing new civilization and living beings, beginning a cycle, but they vote yes on the condition that something is preserved. Maybe these two even pull some strings that end up helping.
IRyS is not on the Council but she is appointed by them to defend the Myth group at a trial. She tries to remain neutral but begins to sway to Myth's side.
