lots of stuff gets blocked to hell and back, the range of freedom she has to do things and say things is heavily curtailed, but that's a different matter to forcing her to do things
even the anken sponsorship streams that she does aren't forced, she has lots of freedom to turn them down (and has talked a lot about how she gets a lot of offers and as such does turn a lot down), and those are serious financial opportunities so if there was ever a time for them to force anything it would be for those
I think we would have gotten wind of something by now if holos were mandated to collab with particular other members to lift them up or something. Historically it's usually the opposite, holo always had the collab ban rule which forced new gens to not be allowed to collab with people outside their gen for a month.
Having said that some are so formatted that you can assume there's probably some kind of mandate or heavy encouragement of some sort, like this one

And especially for the newer girls I bet the contracts are more fucked up in general, but even for them I assume most of their personal activities are all things they came up with themselves and wanted to do themselves
I also think genwide management-organized events like the Edinburgh trip or the Regloss camping trip are probably heavily encouraged too, maybe where they're only asked whether they'd be open to it in very broad strokes before it's pencilled into their schedules
but in general I think you're delusional if you think every random collab stream with someone you don't like is a mandatory one
