Yes, there's a reason (almost) all vtubers who grow past 50 ccv start doing the latter. Being fair gets harder and harder. Also, money grabbing corpo rules probably dictate that the viewers should only be called by name when they donate.

Balance is key, and I have seen both extremes: Constant acknowledgement with favoritism, and zero acknowledgement even if they guy donates 500 USD. Both extremes are bad.

Most of the time, say 90% of it, chat should be a gestalt entity. Rarely, not every stream, someone should get one guy'd for comedic purposes.

They should always thank people by name when they provide financial support.
