Sure, it's not a sure fire way to maintain a 0% turnover rate, but there isn't any way either. I don't know what more they could've done to keep Aqua around when her reason to graduate was simply wanting to be in retirement mode, do things on her own pace without bothering anyone else, and to put an end to "Aqua" by her own hand to avoid getting fired if she makes any sort of grave mistake.
