Darker skin tends to be in warmer shades most often, so bright hot colours and rich earth tones tend to work well, or complementary colours like deep green, blue or purple.
White skin isn’t really white, any more than black skin is black, it comes in a spectrum which ranges from warm peach and bronze shades, through to much cooler pinks.
That means there is just as much scope for ill-suited colors, they just tend to be different ones. Yellows suit some people but not others, and minty greens can make some people look quite deathly, if their skin tends towards a pale, warm ochre tint.
Hair colour is also a major issue, and redheads in particular often find their choice of colours is very limited.
