Considering that Holoearth alone is expected to cost something like $15 million to create (probably more, since most cost estimates tend to be too low,) the needed motion capture equipment suitable for concerts is basically peanuts, so there isn't much reason for Cover not to do that.
The US office wouldn't be as nice or streamlined though (the Japanese and ID girls wouldn't be using it, after all,) and anyone who didn't go to Japan would still be basically ignored by management since the Japanese are proud racists, so the girls dread the prospect of taking what practically amounts to a paycut to keep doing what they have been.
Fauna, being both vegan and uninterested in Japanese, had zero interest in sticking around for the obvious conclusion to this, but the girls who really do like Japan are understandably nervous at the prospect of management getting leverage over them.
