Of course in Jap its usually used with a subject which was conveniently left out (as typical in Jap) so the "what" they're doing is left to the reader's interpretation.
Naturally speaking seriously, its unlikely she actually meant fuck, but fuck was a perfectly valid and non-ironically valid assumption if someone said this to you.
