Chilla's Art is (or at least was when I looked into them more last year) a pair of brothers who just make games to make games.
Their newest one is a clear extension of that as, despite the story, there's brand-new mechanics not seen in any of their previous games meaning it was most likely a title they made for practice.
The dudes just keep grinding.
