Thus they couldn't really "add" more people to the unit (OG9 also seemed like they didn't want more members either). I guess their solution to this was making an entirely different unit in Uproar, and they probably would have continued that formula (which is standard for male idols really) if they had the resources to debut more talents. But they don't so now we're stuck with the awkward "Holostars & Uproar." I honestly don't like the branding, seeing both logos in Kaleido Parade for example just looked stupid to me. Also as a result OG9 don't get any events to themselves anymore, so it's not like they're getting treated as a single unit anyway.
Also, when EN is included, they're just Holostars, not Holostars & Uproar & Tempus etc. It'd probably be like that now if we had more units and not just Uproar.
