C is definitely wrong, though. It specifically only mentions a grade higher than B minus—so it'd be wrong if a bunch of the students got exactly a B minus—whereas other answers specify "B minus or higher"
A is also wrong, because it's theoretically possible that the students who got an A minus or higher also missed some classes

Neither accounts for students who got EXACTLY a B-. Therefore, you can't properly infer C because you don't know how what proportion of students got precisely B- vs. how many got higher than B-.
