They discriminate against japanese from other regions, and villages do so against villages down the road. It's the end result of an island nation that developed as it did due to its geography and history of enforced isolationism. Even in the various regions the peasants were not allowed to venture out of their own daimyo's domain or something.
Recall that to this day there are Japanese Colonial subjects from Korea (ethnic korean jap citizens) that are basically not recognised.
Even ethnically japanese brazillians that travel to japan are explicitly not accepted because they are too different.
Imagine someone that's not even ethnically japanese showing up? Someone that's not even asian? Overloads their brains. I remember exchanges classes in the 90s of kids going there and regaling stories about how people kept asking for locks of their (blonde) hair because they were basically a zoological curiosity them.
