The product being sold is the entire hololive experience and that necessitates variety in talent and number of talent for the collab critical mass.
Holos still have to pass auditions to get in and Cover ostensibly selects for what they want and think will add to their image of the Holo brand.
I don't really think of it as "brand worship" either, but more like the expression of a good service, there are literal thousands of indies out there and people with actual lives do not have the time to ferret out the diamonds in the rough themselves. A girl getting into holo would mean that even if they aren't the blockbuster mikokiller or pekokiller they'd still be entertaining in a group context, sort of seen in how hard they've been going with not only corpwide collabs but gen-bonding seen with ow close the devis gens are with each other or the dynamic that advent have with each other or that justice have with each other; and that the people holo pays to scout and review admissions did their due diligence and determined that these girls were the best out of all that applied.
It's kind of a weird comparison to even make, an indie and a holo, since indies are more often than not completely alone and boxless and holos are designed from the ground up to be part of the holobox. But apparently appreciating the holobox as intended is supposed to be a bad thing?
