It is supposed to convey the idea that Dokibird never really intended to spark a broader anti-corpo movement, or even a targeted anti-Niji movement. She just wanted to say her piece and be done with it, but Nijisanji's actions and the pent up frustration of the fans caused Anycolor to burst into flames, and on top of that she unwittingly pioneered the business model for the large ex corpo indie. Hence the "I did THIS?" type of expression, not entirely one of regret, but still one of ambivalent surprise.

Okay, I see it now. I initially thought it was a look of fear, but I'm probably just not familiar enough with the model to notice the wide eyes. I didn't follow the drama closely, but I did see it break into the normiesphere, so it was definitely massive blow to Niji. It does seem that she has started a trend that's not isolated to Niji, but the greater vtuber sphere. It's going to be interesting to see if even more follow suit and go indie.
