All of her solo lives were bankrolled by her label (not Hololive, but UMG) so she is entirely dependent on them to greenlight them.
Same thing open the JP side with Sora (and now AZKi too) and Victor, it's not up to either them or Hololive anymore but on their labels.
There is a shortlist of girls whose solo lives are entirely outside of Cover purview
