1.- It is not someone already established in the community
2.- It doesn't has a PL with large numbers
3.- It is not someone who was part of the administration
4.- It had no previous contact with any of the other Vtubers of the Agency
5.- It Wasn't chosen by popularity
6.- It was not given preference for being friends of someone from the same agency
Requirements that I think are basic considering that the premise of an agency is to give opportunities to people who have the talent, but not the means (supposedly) to become known and successful.
