They probably have most dev-only content separated from the rest of the internet via a VPC (with redundancy) that's accessible via VPN, and so could be accessed by any worker from virtually anywhere with WAN access.
Something like Niconico is more likely to have critical stuff in traditional datacenters or even on-site, since they still encounter either planned or unplanned downtime and until recently had terrible bandwidth outside of Japan. No idea about Bilibili.
