Cards like pot of greed are a dime a dozen in TCG and usually aren't a problem. Adding some kind of cost or downside to them is a meme, because every designer knows pot of greed got banned.
It was banned because it combines with so many other pieces of card cycle in yugioh that you could basically draw through your whole deck and always find all of your instawin combo pieces. Since every deck was combo and every combo deck wanted to find their pieces, they chose to nerf one of the most common enablers. Yugioh is still just a game about combo degeneracy where you draw through your deck on turn 1 but now they've just given up trying to cull that. In modern yugioh, pot of greed wouldn't even be a particularly good card, it was just a part of the game's initial decline into combo degeneracy and so forever became a meme.
