Most people have/had many gripes with the first gen (Kiara and Mori being the first ones that come to my mind) and they came out in a time where there wasn't too much competition. They likely would still do well (they aren't nothing) but not 'Most Subscribed Vtuber ever' levels.

We know, due to when Justices' PL's graduated, that they would have left by at least March, and considering that Ame told the company and colleagues she was leaving was mid-July (We heard from her that it was during Breaking Dimensions), that would not be enough graduations for them to 'fast track' incoming gens. Also, due to the time it would take for models and their trip to JP, it is likely even earlier then that. That would give more than enough time to properly look over the auditions.
