Ame, to me, always felt like the kind of character who was dabbling in things way beyond her scope, and having the watch either go forward or backwards (but never just paused) felt right to me. That said, your estimation of the balance of the spell being too much for a CR 10 is also correct, though it's also the case that as a mostly martial character Ame just wouldn't be able to DO much with it, since the spell (at least in PF) calls out you can't directly interact with people who are Stopped.
